TO ENHANCE THE DEVELOPMENT AND EDUCATION OF CHILDREN AND YOUNG PEOPLE, RESIDENT IN HAMPSHIRE, BRIGHTON, SOUTHAMPTON AND PORTSMOUTH AND SURROUNDING AREAS, WHO ARE IN CARE, IN PARTICULAR, BUT NOT EXCLUSIVELY BY THE PROVISION OF ACTIVITIES, SERVICES AND FACILITIES TO PREVENT AN REDUCE CRIME IN YOUNG PEOPLE, PROMOTE GOOD CITIZENSHIP, AND TO PROVIDE OR ASSIST IN THE PROVISION OF RECREATIONAL OR LEISURE TIME OCCUPATION IN THE INTEREST OF SOCIAL WELFARE FOR THE BENEFIT OF THOSE WHO NEED SUCH FACILITIES BY REASON OF THEIR YOUTH AND SOCIAL AND ECONOMIC CIRCUMSTANCES.
