TO PROVIDE FOR THE RELIEF OF POVERTY, THE RELIEF OF SICKNESS, THE ADVANCEMENT OF EDUCATION AND OF TRAINING OF PERSONS IN THE WEST MIDLANDS WHO ARE IN CONDITION OF NEED, HARDSHIP OR DISTRESS AND IN PARTICULAR BUT WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING TO PROVIDE ACCOMMODATION FOR PERSONS WHO HAVE SUFFERED A RESTRICTION ON THEIR LIBERTY BY ORDER OF ANY COURT OR OTHER TRIBUNAL HAVING CRIMINAL OR SIMILAR JURISDICTION AND FOR PERSONS WHO ARE CONSIDERED TO BE AT RISK OF OFFENDING.
