TO DEVELOP THE CAPACITY AND SKILLS OF INDIAN TRIBAL PEOPLES IN SUCH A WAY THAT THEY ARE BETTER ABLE ABLE TO IDENTIFY AND HELP MEET THEIR NEEDS.
