To provide or assist in the provision of a safe, purpose-built, free, accessible outdoor facility for skateboarding, roller skating and cycling in Hereford for young people, with the object of improving their conditions of life. Such facilities will allow young people to be unhindered and thus removed from the dangers to themselves and pedestrians by locating them in a suitable environment.
