THE ADVANCEMENT OF EDUCATION AND TRAINING IN GOOD CITIZENSHIP OF YOUNG PEOPLE IN THE UK AND EUROPE AND IN THIS CONNECTION TO ORGANISE OR PROVIDE OR ASSIST IN THE ORGANISATION OR PROVISION OF FACILITIES FOR PHYSICAL RECREATION IN THE INTERESTS OF SOCIAL WELFARE FOR SUCH YOUNG PEOPLE WHO BY REASON OF THEIR YOUTH OR SOCIAL OR ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES.
