DESCENT LIVING IN THE LONDON BOROUGH OF NEWHAM AND WHO HAVE NEED OF SUCH
FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABILITY, FINANCIAL HARDSHIP
OR SOCIAL CIRCUMSTANCES WITH THE OBJECTS OF IMPROVING THEIR CONDITIONS OF LIFE.
