'AFRICAN' MEANS BORN IN, OR A NATIONAL OF, ANY COUNTRY ON THE AFRICAN CONTINENT OR RELATED ISLANDS. 'HIGHER EDUCATION OR TRAINING' COURSE MEANS A COURSE AT, OR CREDITED BY, A TERTIARY EDUCATIONAL INSTITUTION. 'NEEDY' MEANS THEY HAVE BEEN UNABLE TO RAISE ENOUGH FUNDS FOR THEIR COURSE.
