3.1 TO ADVANCE THROUGHOUT THE WORLD THE EDUCATION, HEALTH, AND DEVELOPMENT OF CHILDREN AND YOUNG PEOPLE, PARTICULARLY THROUGH INTERNATIONAL CO-OPERATION IN THE FIELDS OF SPORT AND PHYSICAL EDUCATION, SO AS TO PROVIDE THEM WITH OPPORTUNITIES TO DEVELOP THEIR FULL CAPACITIES; AND 3.2 SUCH OTHER EXCLUSIVELY CHARITABLE PURPOSES AS THE MEMBERS SHALL IN THEIR ABSOLUTE DISCRETION UNANIMOUSLY APPROVE
