(2) TO RELIEVE FINANCIAL HARDSHIP OF YOUNG PEOPLE PRIMARILY IN RECEIPT OF/HAVING RECEIVED FOSTER CARE FROM THE FOSTER CARE CO-OPERATIVE BY PROVIDING SUCH PERSONS WITH GOODS/SERVICES WHICH THEY COULD NOT OTHERWISE AFFORD THROUGH LACK OF MEANS.
