A CENTRE FOR THE PURPOSE OF PROVIDING FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE FOR PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR AGE INFIRMITY OR DISABLEMENT POVERTY OR SOCIAL OR ECONOMIC CIRCUMSTANCES IN THE AREA KNOWN AS BRADLEY BILSTON IN THE METROPOLITAN COUNTY OF THE WEST MIDLANDS WITH THE OBJECT OF IMPROVING THE CONIDITONS OF LIFE FOR SUCH PERSONS.
