TO PROVIDE A CHILDREN'S PLAYGROUND, PLAYING FIELD, RECREATION GROUND AND RECREATIONAL FACILITIES FOR THE BENEFIT OF BOTH THE COMMUNITY OF NORTON IN HALES IN THE COUNTY OF SHROPSHIRE AND, ALSO, THE SURROUNDING AREAS AND PERSONS WHO BY REASON OF YOUTH, AGE, INFIRMITY, DISABILITY, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE SPECIAL NEED FOR SUCH FACILITIES WITH A VIEW TO IMPROVING THEIR CONDITIONS OF LIFE
