(3) TO ADVANCE EDUCATION AND RELIEVE POVERTY AMONG PEOPLE OF DIFFERENT RACES AND THEIR CHILDREN, PARTICULARLY BY THE PROVISION OF LEGAL AND OTHER ADVICE.
