THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY SPORTING RECREATION THROUGH ENGAGEMENT IN RUGBY FOOTBALL BY PROVIDING THE FOLLOWING ASSISTANCE: (A) ASSISTING WITH REMOVING THE FINANCIAL BARRIERS TO ENTRY AND PARTICIPATION IN SUCH SPORTING ACTIVITY TO INCLUDE BUT NOT BE LIMITED TO MEETING THE COST OF CLOTHING, EQUIPMENT AND SUBSCRIPTIONS INVOLVED WITH SUCH ACTIVITY (B) INSOFAR AS THE ABOVE ARE CONCERNED REMOVING OR ALLEVIATING POVERTY FOR SUCH MEMBER OF THE PUBLIC WHO ARE ASSISTED (C) APPLYING THE STATED ASSISTANCE ON A NON-DISCRIMINATORY BASIS WITHOUT REGARD TO THE PERSONAL SKILL OR ATTAINMENT OF THE INDIVIDUAL CONCERNED THE POTENTIAL BENEFICIARIES UNDER THE CLAUSE ARE INTENDED TO BE MEMBERS OF THE GENERAL PUBLIC WHO WISH TO ACTIVELY ENGAGE IN SUCH SPORTING PARTICIPATION BUT WHO ARE PREVENTED FROM DOING SO OR ARE RESTRICTED IN THEIR OPPORTUNITY BY REASON OF PERSONAL FINANCIAL POVERTY
