(B) THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR THE PEOPLE OF BIRMINGHAM IRRESPECTIVE OF ETHNIC ORIGIN, GENDER OR RELIGIOUS BELIEF IN THE INTEREST OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID PERSON. (C) THE ADVANCEMENT OF EDUCATION OF THE PEOPLE OF BIRMINGHAM BY THE PROVISION OF SUCH TRAINING FACILITIES AS WILL ENABLE THEM TO ACQUIRE AND DEVELOP VOCATIONAL SKILLS
