THE RELIEF OF UNEMPLOYMENT PARTICULARLY (BUT NOT EXCLUSIVELY) THROUGH THE PROVISION OF ADULT AND COMMUNITY LEARNING SERVICES; 3. TO ADVANCE AND PROTECT THE HEALTH OF THE GENERAL PUBLIC PARTICULARLY (BUT NOT EXCLUSIVELY) THROUGH THE PROVISION OF SERVICES AND FACILITIES DESIGNED TO IMPROVE THE HEALTH AND WELLBEING OF MEMBERS OF THE PUBLIC; AND 4.
