THE RELIEF OF NEED FOR PEOPLE IN NORFOLK WHO ARE IN NECESSITOUS ECONOMIC AND/OR SOCIAL CIRCUMSTANCES, IN PARTICULAR THOSE WHO ARE: OLD, FRAIL, EXPERIENCING POOR HEALTH, HAVE PROBLEMS WITH SUBSTANCE ABUSE OR OTHERWISE STRUGGLE TO LIVE INDEPENDENTLY, IN PARTICULAR BY PROVIDING HOLISTIC SUPPORT AND CARE TO AID INDEPENDENT LIVING AND EMPOWER, PROMOTE AND ASSIST THEIR RECOVERY.
