FOR THE PUBLIC BENEFIT TO ADVANCE EDUCATION OF THE PUBLIC IN THE NEEDS OF MIGRANTS WITH NO RECOURSE TO PUBLIC FUNDS BY PROVIDING TRAINING AND ADVICE TO OTHER RELEVANT AGENCIES.
