(C) TO SECURE THE PRESERVATION, PROTECTION, DEVELOPMENT AND IMPROVEMENT OF BUILDINGS AND FEATURES OF HISTORIC OR PUBLIC INTEREST IN THE AREA OF BENEFIT.
