FOR THE PUBLIC BENEFIT, THE PROVISION OF FACILITIES FOR RECREATIONAL AND OTHER LEISURE TIME ACTIVITY, IN THE INTERESTS OF SOCIAL WELFARE, FOR YOUNG PEOPLE WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH.
