THE PROVISION OF OR ASSISTANCE IN THE PROVISION OF FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION, LEARNING, OR OTHER LEISURE TIME OCCUPATION FOR INDIVIDUALS WHO HAVE A NEED OF SUCH FACILITY BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, FINANCIAL HARDSHIP OR SOCIAL AND ECONOMIC CIRCUMSTANCES AND/OR FOR THE PUBLIC AT LARGE IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THEIR CONDITION AND QUALITY OF LIFE. 3.
