(C) THE RELIEF OF POVERTY AND SICKNESS BY THE PROVISION OF GRANTS TO SUCH CHARITABLE INSTITUTION OR INSTITUTIONS AS THE PAROCHIAL COMMITTEE OF THE ORGANISATION SHALL, IN THEIR ABSOLUTE DISCRETION DECIDE.
