THE PROTECTION OF GOOD HEALTH AND RELIEF OF NEED BY THE PROVISION OF ASSISTANCE TO ANY MEMBER OF THE PUBLIC IN NEED IN NORWICH FOR WHATEVER REASON PRIMARILY BUT NOT EXCLUSIVELY IN THE NIGHT-TIME ENVIRONMENT. SPECIFICALLY THIS MAY INCLUDE THE PROVISION OF ASSISTANCE SUCH AS FIRST AID, EMOTIONAL OR PRACTICAL HELP AS WELL AS REFERRAL TO OTHER AGENCIES.”
