TO RELIEVE PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS OR SICKNESS AS A RESULT OF BEING A VICTIM, WITNESS OR BEING AFFECTED BY CRIME.
