FOR THE PUBLIC BENEFIT: 1) TO PROMOTE THE SOUND ADMINISTRATION AND DEVELOPMENT OF THE LAW, IN PARTICULAR IN RELATION TO THE USE OF STOP AND SEARCH POWERS. 2) TO PROMOTE ETHICAL STANDARDS OF CONDUCT IN POLICING, IN PARTICULAR IN RELATION TO THE USE OF STOP AND SEARCH POWERS TO ENSURE POLICING IS FAIR, EFFECTIVE AND ACCOUNTABLE.
