A) THE ADVANCEMENT OF EDUCATION THROUGH THE PROMOTION OF ART, LITERATURE OR MUSIC. B) THE IMPROVEMENT OF THE APPEARANCE AND AMENITIES OF THE BOROUGH OF ST. HELENS OR ANY PART THEREOF, BUT SO THAT NO PART OF THE TRUST FUND OR THE INCOME THEREOF SHALL BE APPLIED FOR PURPOSES WHICH WOULD NORMALLY FALL TO BE FINANCED BY THE COUNCIL FROM ITS GENERAL RATE FUND.
