THE RELIEF OF SICK PERSONS WHO HAVE BEEN REFERRED FOR TREATMENT IN THE UNITED KINGDOM BY THE GIBRALTAR HEALTH AUTHORITY AND WHO BY REASON OF THEIR FINANCIAL CIRCUMSTANCES WOULD NOT OTHERWISE BE ABLE TO TRAVEL TO THE UNITED KINGDOM TO RECEIVE SUCH TREATMENT.
