TO PROMOTE THE BENEFIT OF THE INHABITANTS OF THE HILL AND CAKEMORE AND LAPAL AREAS OF THE METROPOLITAN BOROUGH OF DUDLEY WITHOUT DISTINCTION OF SEX OR POLITICAL, RELIGIOUS OR OTHER OPINIONS BY ASSOCIATION THE LOCAL AUTHORITY, VOLUNTARY ORGANISATIONS AND INHABITANTS IN A COOMON EFFORT TO ADVANCE EDUCATION AND PROMOTE HEALTH AND TO PROVIDE FACILITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATION AND LEISURE-TIME OCCUPATION AND FOR SOCIAL AND MORAL DEVELOPMENT WITH THE OBJECTS OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
