THE ADVANCEMENT OF THE ARTS, CULTURE AND EDUCATION FOR THE PUBLIC BENEFIT WITHIN THE BOROUGH OF BLAENAU GWENT (THE “AREA OF BENEFIT”) IN PARTICULAR BUT NOT EXCLUSIVELY BY: • ADVANCING THE DEVELOPMENT OF ARTS AND CULTURAL INDUSTRIES IN THE AREA OF BENEFIT; • ADVANCING ARTS EDUCATION; • PRESERVING THE MARKET HALL CINEMA AND THEATRE (WALES’ OLDEST CINEMA) FOR THE BENEFIT AND ENJOYMENT OF THE PUBLIC; • PROVIDING EDUCATIONAL PROGRAMMES AND SUPPORTING CINEMA & ARTS DELIVERY IN THE AREA OF BENEFIT; • PROMOTING PUBLIC UNDERSTANDING AND APPRECIATION OF THE ARTS; • DEVELOPING CULTURAL AND ARTISTIC ACTIVITIES AND ENGAGEMENT WITH THE LOCAL COMMUNITY; • EDUCATING AND ENGAGING THE LOCAL COMMUNITY THROUGH CULTURAL DEVELOPMENT PROGRAMMES AND ACTIVITIES; • ENSURING THE CIO OPERATES AN ‘ACCESS FOR ALL ’ ARTS POLICY WITH THE AIM TO HELP BREAK DOWN SOCIAL EXCLUSION; • USING CINEMA, THE ARTS AND CULTURE AS A TOOL OF ENGAGEMENT AND PARTICIPATION; AND • BY SUCH OTHER CHARITABLE MEANS AS THE TRUSTEES SEE FIT FROM TIME TO TIME. FOR THE PURPOSE OF THIS CLAUSE ‘SOCIAL EXCLUSION’ MEANS BEING EXCLUDED FROM SOCIETY, OR PART OF SOCIETY, AS A RESULT OF BEING A MEMBER OF A SOCIALLY AND ECONOMICALLY DEPRIVED COMMUNITY. NOTHING IN THIS CONSTITUTION SHALL AUTHORISE AN APPLICATION OF THE PROPERTY OF THE CIO FOR THE PURPOSES, WHICH ARE NOT CHARITABLE.
