ASSISTING CANDIDATES WHO OR WHOSE PARENTS HAVE RESIDED IN THE AREA OF BENEFIT FOR NOT LESS THAN 10 YEARS AND WHO IN THE OPINION OF THE LOCAL EDUCATION AUTHORITY HAVE THE MENTAL OR INTELLECTUAL ENDOWMENTS WHICH WOULD JUSTIFY EXPENDITURE IN ASSISTING SUCH CANDIDATES TO QUALIFY FOR A CAREER NECESSITATING FINANCIAL OUTLAY ON THEIR EDUCATION BEYOND WHAT THEIR PARENTS OR GUARDIANS COULD BE REASONABLY EXPECTED TO PROVIDE.
