THE RELIEF OF POVERTY AND TO RELIEVE THE NEEDS OF THOSE WITHOUT SHELTER, IN PARTICULAR BUT NOT EXCLUSIVELY THOSE WHO ARE HOMELESS, ROUGH SLEEPERS OR SOFA SURFING IN THE BOROUGH OF ST HELENS, HALTON AND SURROUNDING AREAS IN SUCH WAYS AS THE TRUSTEES SHALL THINK FIT INCLUDING BY THE PROVISION OF TEMPORARY ACCOMMODATION, OUTREACH AND SUPPORT SERVICES
