1. THE OBJECT OF THE CENTRE SHALL BE TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION FOR YOUNG PEOPLE AND CHILDREN RESIDENT IN THE ST. HELENS (METROPOLITAN BOROUGH COUNCIL) BEING FACILITIES:- (A) OF WHICH SUCH CHILDREN HAVE NEED BY REASON OF THEIR YOUTH OR SOCIAL OR ECONOMIC CIRCUMSTANCES; AND (B) WHICH WILL IMPROVE THE CONDITIONS OF LIFE FOR
