The object[s] of the CIO are
(a) To relieve poor persons in England and Wales in particular but focused on the Boroughs of Blackpool, Fylde and Wyre and the Cities of Lancaster ad Preston (the designated area) by providing such person with legal services which they could not otherwise obtain through lack of means
(b) B) THE ADVANCEMENT OF EDUCATION AMONG PERSONS RESIDENT OR WORKING IN THE DESIGNATED AREA
