3.1. THE TRUSTEES SHALL HOLD THE CAPITAL AND INCOME OF THE TRUST FUND UPON TRUST TO APPLY THE INCOME AND ALL OR SUCH PART OR PARTS OF THE CAPITAL FOR THE PUBLIC BENEFIT AT SUCH TIME OR TIMES AND IN SUCH MANNER AS THE TRUSTEES MAY IN THEIR ABSOLUTE DISCRETION THINK FIT FOR OR TOWARDS THE PRESERVATION, PROTECTION, PROMOTION AND SUPPORT OF AND EDUCATION IN THE ARTS IN THE COUNTY OF NORFOLK, IN PARTICULAR HOUGHTON AND THE SURROUNDING AREAS, INCLUDING BUT NOT LIMITED TO VISUAL ART, THEATRE, POETRY, DANCE, MUSIC, FILM, PUBLISHING AND THE PROVISION OF ARTISTIC SPACES FOR ARTISTS, STUDIOS AND GALLERIES. 3.2.
