1. THE PRESERVATION AND CONSERVATION OF HIGHER MILL HELMSHORE AND THE ASSOCIATED LAND AS A SITE OF SIGNIFICANT HISTORICAL AND ARCHITECTURAL INTEREST. 2. THE ADVANCEMENT OF EDUCATION IN THE SUBJECT OF TEXTILE INDUSTRY BY ALL OR ANY OF THE FOLLOWING MEANS: I) THE USE OF HIGHER MILL AS A WORKING MUSEUM OF THE LANCASHIRE TEXTILE INDUSTRY TO PROMOTE TEXTILE HERITAGE, EDUCATION AND PUBLIC ACCESS. II) THE ACQUISITION, PRESERVATION AND INTERPRETATION OF EARLY TEXTILE MACHINES AND RELEVANT COLLECTIONS FOR DISPLAY TO THE PUBLIC IN HIGHER MILL OR ANY OTHER MUSEUM. III) THE PROMOTION OF THE STUDY OF, AND RESEARCH INTO, THE HISTORY OF THE TEXTILE INDUSTRY AND THE PUBLICATION OF THE RESULTS OF SUCH STUDY AND RESEARCH.
