A FUND FOR THE RELIEF OF THE POOR AND NEEDY FOR THE PUBLIC BENEFIT IN THE BOROUGH OF BLACKBURN, SHOULD IT NOT BE POSSIBLE TO IDENTIFY THE POOR AND NEEDY IN THE BOROUGH OF BLACKBURN, THEN THE AREA MAY BE FURTHER EXTENDED TO WHATEVER AREA THE TRUSTEES AT THEIR DISCRETION BELIEVE APPROPRIATE
