THE RELIEF AND REHABILITATION OF THE MENTALLY HANDICAPPED AND MENTALLY ILL PERSONS NOT NORMALLY RESIDENT IN THE COUNTY OF CLWYD BY THE PROVISION OF SUPERVISED HOSTEL ACCOMODATION ON A SHORT TERM BASIS WITH THE AIM OF ENABLING THEM TO RETURN TO THE COMMUNITY AND RESUME NORMAL LIVING.
