3.1 TO ADVANCE THE EDUCATION OF THE PUBLIC SPECIFICALLY BUT NOT EXCLUSIVELY IN RUSSIA AND THE UNITED KINGDOM BY FOSTERING AND PROMOTING AN UNDERSTANDING, KNOWLEDGE AND APPRECIATION OF THE ARTS, IN PARTICULAR BUT NOT EXCLUSIVELY BY THE PROVISION OF GRANTS AND OTHER SUPPORT TO ART ORGANIZATIONS, PROJECTS AND EXHIBITIONS. 3.2 THE PROMOTION OF EDUCATION AND ADVANCEMENT IN LIFE OF YOUNG ARTISTS IN RUSSIA AND THE UK WHO ARE IN NEED OF FINANCIAL ASSISTANCE AND SUPPORT BY PROVIDING MAINTENANCE ALLOWANCES OR GRANTS TENABLE AT ANY ART UNIVERSITY, COLLEGE AND INSTITUTION OR TO YOUNG ARTISTS DIRECTLY WHERE IT WOULD ENABLE THEM TO ADVANCE IN LIFE THROUGH FURTHERING THEIR EDUCATION,SKILLS AND INDIVIDUAL COMPETENCES.
