(B) SUBJECT TO THE FOREGOING OBJECTS, TO EXTEND SUCH PROVISION OR ASSISTANCE TO THE TRAINING OF PERSONS ENGAGED OR INTENDING TO BE ENGAGED IN ANY OTHER INDUSTRIAL OR COMMERCIAL SECTORS OR TO MEMBERS OF THE PUBLIC GENERALLY.
