SUCH TRAINING TO BE OF BOTH A PRACITCAL AND THEORETICAL NATURE SO THAT AT THE END OF A COURSE OF TRAINING, TRAINESS WILL BE BETTER EQUIPPED TO OBTAIN EMPLOYMENT ON THE OPEN MARKET. B) TO PROVIDE HOUSING BY THE ADMINISTRATION OF BUILDINGS, ROOMS, HOMES OR OTHER ACCOMMODATION AS RESIDENCE FOR THE USE OF THOSE WHO ARE OF A NEEDY DISPOSITION.
