B) TO PROVIDE HOUSING BY THE ADMINISTRATION OF BUILDINGS, ROOMS, HOMES OR OTHER ACCOMMODATION AS RESIDENCE FOR THE USE OF THOSE WHO ARE OF A NEEDY DISPOSITION.
