FOR THE PUBLIC BENEFIT THE RELIEF OF CHILDREN AND YOUNG PEOPLE AND THEIR FAMILIES IN NEED BY REASON OF ILL-HEALTH, DISABILITY, FINANCIAL HARDSHIP OR OTHER DISADVANTAGE IN PARTICULAR BUT NOT EXCLUSIVELY BY THE PROVISION OF GRANTS.
