TO PROMOTE THE RELIEF OF THE HANDICAPPED RESIDENT IN THE BOROUGH OF KNOWSLEY AND IN PARTICULAR TO CO-ORDINATE BETWEEN THE STATUTORY AND VOLUNTARY ORGANISATIONS CONCERNED WITH THE WELFARE OF THE HANDICAPPED AND TO INVESTIGATE THE NEEDS OF AND TO PROMOTE EDUCATIVE AND RECREATIONAL FACILITIES FOR THE HANDICAPPED.
