TO PROVIDE ACCOMMODATION WITHIN THE HARROGATE DISTRICT COUNCIL AREA FOR PERSONS IN NEED WHO ARE SUFFERING OR WHO HAVE SUFFERED LEGAL RESTRICTIONS ON THEIR LIBERTY IN ANY PENAL OR CORRECTIONAL ESTABLISHMENT OR THROUGH ANY MEANS WHATEVER IN SUCH WAY AS THE MANAGEMENT COMMITTEE THINK FIT, SUCH PERSONS BEING OF A MINIMUM AGE OF SEVENTEEN YEARS.
