TO RELIEVE SICKNESS, INFIRMITY AND OLD AGE AMONG PERSONS IN THE WEST MIDLANDS METROPOLITAN COUNTY BY AND LAWFUL MEANS INCLUDING (BUT WITHOUT LIMITATION) THE FOLLOWING:- (A) PROVIDING A LOCAL BROADCASTING SERVICE FOR HOSPITALS AND CONVALESCENT HOMES. (B) EQUIPPING WHERE NECESSARY HOSPITALS AND CONVALESCENT HOMES TO RECEIVE AND DISTRIBUTE SUCH BROADCASTING SERVICE.
