TO PROVIDE FOR THE INHABITANTS OF CARMEL AND NEIGHBOURHOOD IN THE INTERESTS OF SOCIAL WELFARE FACILITIES FOR RECREATION AND LAISURE-TIME OCCUPATION, FOR THE PURPOSE OF RELAXATION AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
