TO PROMOTE THE ADVANCEMENT OF EDUCATION AND THE RELIEF OF NEED AMONG YOUNG PERSONS WHO HAVE BEEN UNEMPLOYED FOR A PERIOD OF AT LEAST SIX WEEKS AND IN PARTICULAR FOR THOSE WHO ARE LEAST QUALIFIED AND WHO HAVE THE POOREST EMPLOYMENT PROSPECTS THROUGH THE PROVISION (SAVE IN EXCEPTIONAL CIRCUMSTANCES FOR A PERIOD NOT EXCEEDING TWO YEARS IN THE CASE OF ANY ONE INDIVIDUAL) OF WORK EXPERIENCE OF SUCH TRAINING FACILITIES AS WOULD ENABLE SUCH PERSONS TO ACQUIRE AND DEVELOP VOCATIONAL SKILLS.
