TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR CHILDREN, YOUNG ADULTS AND THE PUBLIC AT LARGE BY ASSISTING IN THE PROVISION OF SAFE PLAY FACILITIES AND EQUIPMENT FOR CHILDREN'S RECREATION FACILITIES, IN PARTICULAR THE PLAYGROUNDS OWNED BY EPPING TOWN COUNCIL IN THE EPPING PARISH.
