THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION FOR THE BENEFIT OF THE INHABITANTS OF THE BOROUGH OF EPSOM & EWELL AND THE SURROUNDING AREAS, BY THE PROVISION OF FACILITIES FOR ATHLETICS, TO INCLUDE TRACK AND FIELD, ROAD RUNNING AND CROSS COUNTRY RUNNING ("FACILITIES" MEANS LAND, BUILDINGS, EQUIPMENT, COACHING AND ORGANISING SPORTING ACTIVITIES).
