TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR THE INHABITANTS OF RHONDDA-CYNON-TAFF IN THE INTERESTS OF SOCIAL WELFARE WITH A VIEW TO IMPROVING THE CONDITIONS OF LIFE OF SUCH INHABITANTS. 3.
