THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION BY THE PROVISION OF FACILITIES, EQUIPMENT, SUPERVISION AND COACHING FOR CYCLING WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR PERSONS WHO HAVE NEED FOR SUCH FACILITIES.
