TO RELIEVE THE NEEDS OF ORPHANED CHILDREN WITH SPECIAL EDUCATIONAL NEEDS AND/OR DISABILITY (SEND) BY PROVIDING FINANCIAL SUPPORT TO INDIVIDUALS AND FAMILIES WHO ARE ADOPTING CHILDREN WITH SEND FROM COUNTRIES THAT ARE SIGNATORIES TO THE HAGUE CONVENTION ON ADOPTION.
